The Utah war was called Buchanan's Blunder for a few reasons.
*First, President Buchanan sent troops to Utah to end a 'rebellion' he had only heard of in rumors and that actually did not exist at all. This was very expensive and a total waste of time and resources.
*Second, He sent a new non-Mormon governor to replace Brigham Young without informing anyone. This new governor knew very little about the territory and the culture of the people there and as such was not respected.
*Third, he sent the troops very late in the season and did not give them enough supplies. As the Mormons were focusing more on the incoming army, they did not tend to their crops - causing a lack of food for both sides.
*Fourth, tensions were so high that many innocent people were killed. Wagon trains traveling through Utah were suspected to be spies and were ransacked and sometimes murdered.
