Can a male cop pat down a female?

In the absence of a female officer, and to ensure his own safety, he may 'frisk' via an outer clothing pat-down (not underneath clothing - unles he discovers something in the pat-down) and definitely not a strip, or body cavity search. Further, he may restrain her hands in such a way that she poses no threat of injury or bodily harm to him in the event she should have a weapon concealed somewhere on her body that he may not find.
