How to use 'when it comes down to' in a sentence?

There are multiple ways, of which I can think of two right now.

The first is to literally describe something coming down, as in "I love to watch the rain when it comes down to the Earth."

The second way is a way to summarize an idea, as in "When it comes down to it, I think we need to buy a new leash for the dog before he gets out again."
