Can someone from a foreign country use a US stamp to send something to the US?

The international postal agreement is that the country of origin takes the money for the stamp and sends the mail item to the destination country. The destination country completes the mail delivery for no further charge to the sender or the country of origin. It is reasoned that everything works out evenly for all concerned in the long run.
