Islam, the Ultimate and complete Sovereignty lies in the Mighty

Hands (Control) of Almighty Allah. The Muslim rulers are bound to

use their powers as guided and Commanded by Almighty Allah. All the

Muslims of the world combined together can alter/change/modify any

authentic, clear, agreed upon Injunction of Almighty Allah.

West, the power lies in the hands of people. For example, Sodomy or

having illicit relations (extra-marital relations) is Haram

(Unlawful, sinful) in Islam. It cannot be changed by any number of

Muslims combined together. Whereas, the Western nations may change

any rule/regulation by the majority vote.
