How do you do shift command 4 on PC?

On a PC, the equivalent of the Mac's Shift + Command + 4 for taking a screenshot of a selected area is done using the Snipping Tool or Snip & Sketch. You can open Snip & Sketch by pressing Windows key + Shift + S. This will allow you to select a portion of your screen to capture, which is then copied to your clipboard for pasting elsewhere.
