Because the government has contracts with cigarette companies. They after all, did offer lucky strikes during the old wars. billy23557: I believe that cigarettes are still legal because if they considered them illegal, we the people would go crazy from niccotine withdrawal. It would be forcing the people to quit, and we all know that wouldn't happen. People would find ways to get it. It wont be as hard to get either.
