How many people can play co op on halo wars?

when you have 2 people playing player 1 is master chief and player 2 is arbiter if you have 1 player only you are master chief and if there are 3 people playing i think you are whatever your gamertags character is but you can only play as two, master chief (spartan human) and arbiter (alien)
