Probably the ancient Roman Empire.

The British Empire is the largest in history. In 1922 it covered 36.6 million square km and ruled 458 million people. The next largest and the largest contiguous ( on a single land mass) empire was the Mongol Empire which in 1268 under Kublai khan covered 33.2 million square km.
