Why are there few bicycles in St Petersburg Russia?

The weather is terrible year round. Rains a lot in the summer and snows in winter. Also, the automobile traffic is terrible and congested with lots of pollution, and there are terrible drivers with little respect for pedestrians and less respect for bicycles. You will only see bicycle riders in the parks of Sankt-Peterburg on the occasional nice days of summer.
