The basics are one inch of fish to 1 gal of water or six square inches of surface area and a cycled filter large enough to turn the whole of the water over at least once every 6 hours. Preferably 10% of the water should be changed weekly. The fine tuning depends upon a few things like what size is your budget, what species of fish you wish to keep in the tank and where do you intend the tank to be located.
