This cannot be defined, as there is no definite point at which something is considered in the sky. The blue you see is not a solid blue, but a result of the scattering of light in the atmosphere. If you were to travel upward for long enough, you would see that blue gradually fade to the black of outer space. even the height of the bottoms of the clouds varies.
