When do pedestrians have the right of way over motor vehicles?

In the UK always except on motorways or where designated

In the state of Oregon and most other U.S. states, at all crosswalks whether marked or not. EVERY intersection has a crosswalk. The exceptions would be when a light gives the driver the right of way or where a "crosswalk closed" sign is posted.
