Should an almost 13 year old wear a strapless dress if they also wear a little jacket and leggings?

totally i am 11 and my mom sort of lets me wear strapless dresses she would prefer not but by the age of thirteen thats fine! i think it would be so cute with like a leather jacket and tights or leggings!
