The hot air is coming from the blower motor in the furnace that is just cycling the air in the house. The reason why it is not cold is that the capacity in you outside unit has gone out, that is why it is not running. You can change this yourself if you are comfortable working around electrical items. First and for-most turn the power off to the outside unit, usually there is a breaker box mount close to the unit if not and you are not sure which breaker it is in the main box just turn everything off to be sure. Take the access panel off the unit and label the wires that you take off. Assemble in reverse order.
