This is a slightly subjective question, as nobody ever admits to being a dictator.

President Alexander Lukashenko (Аляксандр Лукашэнка) of Belarus is usually considered a dictator. He has ruled Belarus since 1994. Many other governments and non-governmental organisations have described Lukashenko as a dictator and the elections as fraudulent.
