No, pendimethalin does not control ground ivy.

Specifically, the herbicide is intended to control annual grasses and certain broadleaf weeds. Ground ivy is not on the list of broadleafs controlled by pendimethalin. Much more effective is the application of 2,4-D amine, 2,4-D ester, fluroxypyr, or triclopyr alone or in mixture.
