Is there a child-safe video sharing site?

Unfortunately almost all of the video sharing sites have kept themselves open with regard to content. There are some sites specific for kids that are also somewhat safe but there you won't find parenting advice or such.

I've come across one site that claims to be safe for kids and also has parenting advice videos etc.: www.kamkid.com

I browsed their videos and it seems that the videos are safe for viewing by kids but whether it would remain like that in future as well, I don't know. You should also check out www.kidstube.com. It is a kid friendly video sharing site, where all submitted videos are monitored for "kid appropriate" content before being allowed for viewing. It is a fast growing site.
