Can front brake rotors on a 2001 Toyota RAV4 be re-machined?

Yes but limited to the width and face so as for refacing, the maximum reduction of thickness must not be higher than 1mm. Higher than that will thin your rotor and it become more wearable and leads you to machine them some more. I recommend to have new rotors when it's already wornout after machining them.
