In the wild - no. Jaguars live in South America and tigers in Asia. Different continents, far, far from each other.
In an artificial setting like a zoo, I don't know. Even a big jaguar is a lot smaller than a small tiger.
They might either not accept each other, or they might simply be too far apart on the evolutionary tree for there to be any cubs.
