I just checked with PayPal terms of service (I'm an account holder in the UK) - and the conditions (copied from their website) for opening a payPal account are as follows...

You will need the following information to open a PayPal account:

- A bank account or credit card

- Name, address, email

- Be 18+ years old

Therefore, unfortnunately the answer is no.
