Why would only one cooling fan run on a 2004 Dodge Neon when both the fans and both the relays are OK?

If the way you checked your the fan was by putting it directly to the battery then you should check the cables that come to the fan maybe one of them is cut somewhere, or maybe the plug is dirty.
