Why on one side of trailer all lights work and other side only brake light?

1. Running light bulb burnt out (could be a dual filament bulb or separate bulb) and the lower watt bulb is bad.
2. Fuse Issue on vehicle
3. Trailer wiring somewhere in harness all the way back to bulb
4. Wiring on vehicle

Most likely the bulb or fuse.
