Facebook can tell if a IP address that is is unfamiliar access your account. Most of the time it is just you roaming to a coffee place with free WiFi or roaming throughout towers, so it doesn't bother nor disrupt service while IP switching. But it does log all of the activity. And the answer is No. Facebook it self can not tell who accessed your account. Law Officials have to be draged in this to locate the IP Address, most of the time when its at a point of Free Wifi, there is no were else to go, its a dead end.
If the hacker is really stupid enough to use it on a non-proxied connection, then it could be pinpointed right to his doorstep.
