Where can you get a dragon scale in Pokemon emerald?

well you have to have a Pokemon(better if its ghost type) with the move "thief". you then go to meteor falls and find where the bagon are, it will take a while but if you use thief on all of the bagon you encounter, chances are you will get a dragon scale.
