Why is there tiny white bugs that look like dots on the top of your new fish filter?

that's probably a virus called "ick". My fish have had it many times, but only some have died if it's not taken care of. You should just go to the pet store and tell them you think your fish has ick and they should have a medicine you can put in the tank and it should disappear shortly.
