No, this is a totally unacceptable swap. You should never go over or under 3% and the 60 series tire will be 9.61% smaller in overall diameter. As Brian said your speedometer will be way off. You will also have less performance and use more fuel. This is a very bad idea. Stick with the OEM size.
It would depend on if you have clearance for the extra height. Your speedometer will also be inaccurate. At 65 on the gauge you will actually be going 72mph.
