Why did sumerian city-states place the power to govern in kings?

because the city of sumer wouldn't be attacked but the king of sumer will. also the priest would had been attacked so they made a king. there are 3 different classes upper,middle,and lower.the king is in the upper class with the priest. from there the attackers would attack the person in charge.
