What does Spottedleaf mean when she said water can quench fire in Firestar's dream?

The river flooded and they all knew it would mean trouble for ThunderClan. It might have also been a reference to Bluestar's death, who had been referred to as the fire by Goosefeather (An earlier medicine cat of Thunderclan).
