Why are some air horns lower tone?

you can manufacture horns for different pitches,just like Trumpet s can be mfg. for different tones or pitches.Also as the horns deteriate from snow, rain or say sand that to effects the tone or pitch,bad wiring or loose connection will cause same thing.
