Can you safely plug in an Italian 220 volt lamp in an American 110 socket?

No. The key Word being "safely". It is NEVER a good idea to use an electrical device in a way not intended by the maker.

First of all, the plug may not be compatible with US outlets. Hopefully it won't be. The best you could hope for is a dim light anyway. The worst you could get is killed.
