What age can you be to have a belly button piercing?

In the US the legal age, depending on state, is around 18 for anything other than ears. In UK there is no legal age except that peircing of certain areas of the body can be deemed assault if performed on a person under 16, with or without parent/guardian consent. Other peircings will not be performed on people under 18 years of age.
