Well, in general, anyone can give massage to anyone else with permission. The question that you are probably asking is whether you can charge money for it. That is a question that can only be answered by the local authorities. The best advise I can give you is to go to you local city hall and ask them first. From there, you may end up going to county, state, or federal authorities to get all the approvals you need.
Added 05/18/2014 - the Revised Code of Washington (RCW) Chapter 18.108 RCW is what deals with Massage Therapy. If you are going to charge for services you must be a licensed massage therapist or reflexologist. If you do not charge, you dont need to be licensed, as long as you are not 1) providing the service as a form of therapy, 2) using any of the titles designated in RCW 18.108.030 such as massage, massage practitioner, massage therapist, masseuse, etc (there is a long list of titles there)
