What does this proverb mean Crime never Sleeps?

Put simply, it means that while you are sleeping, there are still crimes being committed all over the world. Crime never takes a vacation or break, so even while we sleep, eat, play or work, you can count on a crime being committed somewhere. It is as certain as death and taxes.
