Considering the minor knows nothing about body piercing and is not licensed or inspected to provide the service and is providing a controlled service on another minor without parental consent you should be able to guess that besides being a really bad idea in general it would be in violation of a whole bunch of city bylaws as well as a bunch of health regulations. Use you head and think about what you are asking to do, body piercing is a very serious issue and if done incorrectly can cause long term health issues. Short answer NO.
