How do you make a justice text messenger work?

You turn both on and you have to make sure both are on and there is a distance.About 5.5 miles.I might be wrong on the miles but if you go to a Justice store they'll tell you how far but i think its 5.5.So if you live far apart then that's probably why, unless your forgetting something.
