Some adopted/rescued pets need extra training to help them adjust to life as a pet. But I wouldn't say they need extra care. Most rescuers don't know much about animal behavior/training and often make small problems bigger without realizing it. The truth is that with an educated and experienced owner there is no difference between a rescued dog or a dog from the worlds best breeders. It's really about the people. If you don't want to deal with the over-protective, crazy rescue people (I have a right to call them that, I was once one of them!) go to a good breeder who breeds for show, you'll get a very healthy dog and a lifetime of help from the breeder. You can also go to a shelter, but it's hard to know what dogs will need the most training and where to turn if you ever need help.
