Why is Zimbabwe not considered as a democratic country?

Good question. In fact the CIA considers Zimbabwe a parliamentary democracy in The World Factbook. And they tend to keep a close eye on things.

But democracy has many layers and Zimbabwe has struggled with democracy overall.
