Why isn't the arctic a land mass?

The Arctic Ocean, surrounded by various countries, features shallow continental shelves but lacks a significant landmass at its center. Additionally, the region's ice sheets and floating ice do not constitute land in the geological sense. Thus, the Arctic is characterized more by its oceanic and icy landscape than by any substantial land formations.
