Why does a CD surface have to be shiny?

because all data stored on disk is in form of 0's and 1's(stored on tracks of disk) which is read by lens when laser gets reflected from them informing lens that whether it was 0 or 1 then lens interprets the sequence of 0's and 1's eg:01001110100 then these sequence is decoded to form the original file and for perfect working of whole system it necessory that lens gets correct info of 0's and 1's and for that they should be reflected perfectly so shiny surfaces are good reflectors of light(laser)therefore cd surface is made shiny
