Many of the old psychiatric hospitals in the UK were built in remote locations away from centres of population (out of sight, out of mind) and often away from mains water supplies. The towers were often water towers to store water and provide mains pressure to the large populations housed within the hospitals. These towers were often decorated with Windows or full gothic decoration to disguise their mundane purpose!
