You need to know what you are doing installing an electric panel box where breakers are located. If it is a main panel you would have to turn off power to the house. This is done by removing the electric meter. You have to know about wire sizes, how to make connections and other things. If you are trying to replace an existing main panel the wires are often not long enough and you have to either extend wires insode box or in satellite boxes.
If you are installing a subpanel to an existing box you need to provide proper cable between boxes. You also have to bond the grounds to box in a specified way when multiple boxes are used.
It is best to study a how-to book and ask specific questions. This can be very dangerous work if you don't know what you are doing. You can either kill yourself on the buss bars or burn down the house with faulty design.
If you have any doubts about an answer check the bio of the person giving the answer to see if they are qualified to give an answer.

As always, if you are in doubt about what to do, the best advice anyone should give you is to call a licensed electrician to advise what work is needed.
Before you do any work yourself,
on electrical circuits, equipment or appliances,
always use a test meter to ensure the circuit is, in fact, de-energized.
IF YOU ARE NOT ALREADY SURE YOU CAN DO THIS JOB
