Pein, Because Pein killed Jiraiya easilly and Jiraiya and Orochimaru are evenly powerful

pain would win because it was hard for naruto to beat pain in 8 tails but easy to beat orochimaru in 4 tails

don't compare them based off how many forms they have fought of the nine tails because if u were watchin pein couldn't handle naruto even in 6 tails the only reason he went that far was because he was gettin angrier as the fight between them progressed actually and this isn't even a match orochimaru would lose to pein even at full strength
