Where can one get a cheap health insurance plan?

It has been suggested that health maintenance organizations (HMO's) are the best outlet to find short term health insurance. This would include Kaiser Permanente, Blue Cross. But based on limited research, health savings accounts (HSA) combined with temporary health insurance or even government insurance (i.e. Medicare) is most economical in the short term. HSA's are typically much more affordable than standard insurance in the short term when combined with a basic coverage plan.
