In a 94 jeep the wiper delay doesn't work and high and low are very slow also when you shut it off it stops right there?

The wiper motor is well overdue servicing/replacement. The wiper delay works with the self parking contacts and it sounds that they are fouled/worn out. The slow running would suggest worn motor brushes/motor and gearbox bearings/drive rods and bushes. If you can't service the motor yourself, you should be able to pick one up from a breakers or take to an auto electrician who will refurbish or provide an exchange one
