Although no water flow at the tell tale outlet could certainly be caused by a defective, or badly worn water pump, It may simply be clogged. If you have access to compressed air, try blowing a shot or two up the outlet. For a minor stoppage, this will normally clear the line. You may also remove the tell tale hose from the plastic elbow on the powerhead and make sure there is no obstruction, such as sand, in either the elbow, or the outlet hose.
Just a note, if while the engine is running, in the water or on a flusher, you observe heat or exhaust smoke emitting out of the tell tale nozzle, this is indicative that the cooling system is open, and the pump is likely At Fault.
