If you were just visiting California and living elsewhere, you should not be getting cited.

If, however, you are living and working in California (or any other state for that matter) then you are required by law to obtain a drivers license for that state within a certain time frame. Chances are that this incident will not go on your record, but there will be a fine associated with it most likely.
