The answer is: "It depends on the type of information technologies and how such technologies are used."

Some communications technologies offer no boundaries or constraints on how communications occurs. For example voice technologies do not constrain how you speak or pronounce Words and you could, therefore, be right or wrong in your pronunciation. It's the same with many text based information technology solutions, like Instant Messaging, email, etc. Therefore, lack of boundaries or constraints lead to "shortcuts" such as the evolution of short acronyms that represent longer phrases, often used in "texting" solutions, such as those on mobile telephones. These shortcuts often lead to new and more efficient ways of communicating, even if they do not conform to what may, by consensus, be considered proper or correct. It is only when boundaries, constraints and rules are built into such technologies, usually through the software that provides such solutions, that humans are forced to monitor, review and control their communications.
