No, in fact clear urine is usually treated as suspicious and an indicator that you are deliberately trying to cheat the test.

It's possible that "Clear Pee" is a brand name of some product that purports to help you pass drug tests, but I couldn't find it under that name in the (admittedly brief) search I did. If so, I still rather doubt it.
