Why would a 91 Honda Accord EX have AC but no heat?

Is there plenty of coolant in the radiator? Did someone remove the thermostat, and not replace it? If both of the above are alright, then it sounds like a door in the ventilation ductwork is not opening to allow heat to come in from the heater core. Maybe someone by-passed the heater core.
